While you may be the Super Administrator in Zoho People, you must be the Accounts Organization Admin to be able to add a domain. Only a user who is an Accounts Organization Admin and an Admin or Super Admin in Zoho People can add a domain.
To make a user an Organization Admin, in Zoho Directory, go to the Admin tab and make the user as Org Admin. If the user is not found, go to Users tab, and add the user to your organization.
